	CHG_PCB_TEMP_LOW: Charge current is limited by CHG_ILIMIT_TEMP_PCB amount every 30s,if board temperature below this value for SLA, turns off charging for LiIon and LiFePo4. Can limit the charge current till CHG_IBULK/4 value.
Defaults is 5°C.

Added basic dynamic power management support:
Depending on the measured input voltage and/or output power value the bulk charge current(CHG_IBULK) is set at 25%,50%,75%,100% of its default parameter value
1)UPS_CONFIG2 contains bits b7..b0 where b0 is the LSB bit
-If b1 is set the bulk charge current is limited depending measured Input Voltage
-If b2 is set the bulk charge current is limited depending estimated Output Power
-If both bits is set the bulk charge current is limited to the minimum values

The VIN tresholds for 25%,50%,75%,100% of CHG_IBULK are <9V<12V<18V<
The output power thresholds for 25%,50%,75% of CHG_IBULK are 100% are >50W>30W>10W>

For backward compatibility these bits are not set by default.

3)Resolved issue:
In OPENUPSMODE=1 when started on battery by pressing the button , applied input than turned off from button, the unit when restarted it turned the output ON.After this fix the output is not turned ON.

Fixed: After changing MOSFETs to AOD4184A due to availability on the OpenUPS1 hardware the initial pulse on header J10 when battery is connected was sent twice. 
In order to compensate for hardware change, charging is started slower ~1sec
